These artifacts are described and discussed on pp. 253-4 of the Stick Game section of "Games of the North American Indians" by Stewart Culin, in the Bureau of American Ethnology 24th Annual Report. Culin identifies them as possibly Snohomish, but notes that it is not possible to determine the tribe exactly.
