Coulter joined the RCAF in 1941 and was married in Vancouver in 1942. As a squadron leader in 1962 to 1963, he was stationed as Commanding Officer of the RCAF base at Kuujjuarpik, Nunavik (northern Quebec; then known as Great Whale River). During his time there he said he was invited to many local events, and received a number of Inuit carvings as gifts.
