Howard was born in Kimberley, BC. After a difficult childhood, and a short prison term, he started a career as a logger in 1945, then serving as a labour union organizer. He was elected to the Legislative Assembly of BC in 1953. He served as a Member of Parliament for Skeena from 1957-1974; and was again elected as a BC MLA for Skeena from 1979-1986. In 2003 Howard published his autobiography, "From Prison to Parliament."
