Paneak was born at Clyde River (Kangiaqtugaapik) on Baffin Island and was the son of carver Peter Paneak (b. 1934); his wife Igah is also an artist from the community. In 1991, he was chosen as one of the first participants in a mentoring programme offered by Arctic College in Iqualiut. He studied with BC sculptor and graphic artist John McKinnon. In 1992-93, he enrolled in The Art Insitute, a one year post-graduate certificate programme at Capilano College in North Vancouver. During this time, he studied with Vancouver sculptor George Rammell.
